Powerade Hamilton Island Cup Marathon Instructions



NOTE:  The 2008 Powerade Hamilton Island Cup is being run in accordance with AOCRA regatta rules.  For further detail and information on these rules, please visit www.aocra.com.au.

Paddler Registration for Entry
Upon nomination, all teams should complete and sign a Team Paddler Registration & Indemnity form.  This should be lodged with the Race Administrator by 18 May 2008. This form must include full names and dates of birth of paddlers and reserves, and AOCRA membership numbers (if AOCRA members). Paddlers who are not members of AOCRA (ie international paddlers) must sign the Team Paddler Registration & Indemnity form in lieu of supplying AOCRA number. Only those paddlers, and their reserves, listed on the Team Paddler Registration & Indemnity form, with corresponding signatures and/or AOCRA registration numbers and dates of birth, will be permitted to compete. Proof of age for Master, Senior and Golden Master competitors must be presented when asked.


Replacements & Withdrawals
All clubs/teams may list on their Team Paddler Registration & Indemnity form three (3) more paddlers than allowed in the race. These paddlers must provide date of birth and AOCRA membership numbers, or sign the Team Paddler Registration & Indemnity form also. They may then be substituted for the original crew by advising the Official Tent no later than 30 minutes prior to the scheduled race start time. Substituting will not be allowed between heats and finals of sprint races. That is, the same team that competes in a heat must compete in the final. Competitors may withdraw from any event by advising the Official Tent 30 minutes prior to the event start time. Nomination fees will not be refunded.

Nomination Fees
All applicable nomination fees must be paid in full prior to competing in any events, otherwise teams will be disqualified. Please check with Official Tent prior to competing to ensure all your club fees have been paid in full.

Master, Senior Master & Golden Divisions

All competitors in the Master Division must turn 35 years of age or older (women) or 40 years of age or older (men) in the year of competition of the Powerade Hamilton Island Cup event. All competitors in the Senior Master Division must turn 45 years of age or older (women) or 50 years of age or older (men), in the year of competition of the Powerade Hamilton Island Cup event. All competitors in the Golden Master Division must turn 55 years of age or older, in the year of competition of the Powerade Hamilton Island Cup event. Proof of age, eg Driver's License, Birth Certificate, etc, must be presented to the Official Tent if requested.

Racing Divisions
Open Men & Women - Open to any competitor of any age, 20+

Master Men - Must be 40 years of age or older, in the year of competition.  Master Women Women - Must be 35 years of age or older, in the year of competition.

Senior Master Men - Must be 50 years of age or older, in the year of competiton.  Senior Master Women - Must be 45 years of age or older, in the year of competition.

Golden Master Men & Women - Must be 55 years of age or older, in the year of competition.

Juniors eligibility to compete in adult events - they must be 14 years and above and must also have written parent/guardian permission and approval of qualified outrigger specific coach.

Minimum age of junior paddlers is 12 years of age, in the year of competition and the maximum age is 18 years, in the year of competition. Junior racing is mixed and there must be at least three females competitors positioned in the canoe.

Note: The racing division for each team is based on the age of the youngest competitor in that team. Racing year (as defined by AOCRA) ie 1 January to 31 December. All Australian paddlers must be members of AOCRA.

OC1 / OC2 Racing Classes
There will be no weight restrictions for craft in any OC1/OC2 events. Only age divisions will apply. All OC1/OC2 canoes must be registered, approved and meet the specifications of AOCRA. The hull, ama and iakos may be made from any material. Canoes may be fitted with a rudder and rudder controls. Quick release leg leashes must be fitted and worn in all events other than sprint events.


Event Qualifications
In order for an event to take place a minimum of three (3) teams must have nominated for the event, with payment received, by 18 May 2008.  For an event/division to qualify for prize money a minimum of six (6) teams must have nominated for the event.

PLEASE NOTE: Teams must compete in the 16km marathons to be eligible for prizemoney in the 42km marathon.


Team & Event Registration
Once called by the Race Announcer, and at least 30 minutes prior to each and every event, teams must register their intention to compete by advising the number of the canoe in which they will be racing to the Official Tent. This means that one paddler in the team must write the canoe number on and sign the appropriate Event Form before each and every event, including heats and finals, in the presence of a Race Official. Any changes in canoe/team must be made known to the Official Tent no later than 20 minutes prior to the event.

Race Briefings
Race Briefings will be held on time as published in the Official Programme, or as otherwise advised by the Race Announcer. All Race Briefings will be held in the Bougainvillea Marquee, except for the Escort Boat Briefing for the Powerade Hamilton Island Cup Marathon which will be held outside the Marina Tavern in the Marina Village. If weather, sea or any other factor causes changes to the sprint or marathon courses, such changes will be posted on the Regatta Noticeboard located adjacent to the Official Tent prior to the scheduled race start time and will be clearly outlined in the Race Briefing.

Towing Rigs & Positive Buoyancy for Canoes
The Queensland Water Police, Queensland Transport and AOCRA have made it mandatory that in the interest of your safety all canoes have a towing rig affixed to expedite the towing of a canoe by support vessels under an emergency situation and positive buoyancy in the fore and aft compartments. Also, each crew must be aware of their canoe's towing procedure to assist rescue personnel. It is the responsibility of each club to ensure that each canoe can be towed quickly and easily should the situation arise. Your cooperation must be guaranteed in order for you to race.

A towrope (of 25 metres minimum length by 12mm diametre, SILVER rope, tied to the OC6 forward wa's (spreader), secured outside the covers and available for immediate use).

Canoes will be inspected during canoe registration procedures and randomly over the weekend. If canoes do not meet these requirements at any stage they will either not be issued with a canoe registration number and/or will not be permitted to race at Hamilton Island.

Canoe Inspection & Registration
All OC1 canoes must be inspected by the Race Committee prior to racing in any events at the 2008 Powerade Hamilton Island Cup. Inspection and issuing of Official Canoe Race Numbers will take place in or around the Bougainvillaea Marquee and Catseye Beach and must be completed prior to racing. It is your responsibility to ensure your canoe has been inspected and numbered by a Race Official, and that your Official Canoe Race Number stays intact on your canoe for the entire racing period. All OC6 canoes must have a race number affixed to the top deck of the canoe and an AOCRA compliance sticker. If your canoe does not have a race number you will not be allowed to race.
Please direct all enquiries to the Official Tent at the event. Prior to competing in each and every event, teams must advise the Official Tent of their canoe number and sign the appropriate Event Form. This applies to OC6 as well as OC1 and OC2 canoes.

Lifejackets/Personal Floatation Devices - all racing craft (OC1, OC2 and OC6) must carry nationally approved PFD's (types 1, 2 or 3) during all events.  There must be one PFD per paddler.  The PFD must be positioned on or in the canoe and be easily accessible.

Canoe Signage / Sponsorship
Canoes with logos or signage in direct competition to Powerade Hamilton Island Cup Official Sponsors will not be permitted onto Hamilton Island to race in any event at the 2008 Powerade Hamilton Island Cup weekend.
Any refusal to abide by these rules will call for disqualification of that canoe and its teams from competing in any events, and disqualification from previous events. The Race Committee reserves the right to reject the entry at any time of a team which, in the opinion of the Race Committee, is carrying advertising on their canoe, equipment, uniforms or accessories for a company or product in conflict with the event sponsors.
Official Sponsors: Powerade, Hamilton Island Resort, AV Partners, Howard & Sons, Maui Jim Sunglasses, and any other sponsors as advised by the Race Committee.

OC6 Canoe & Equipment Specifications
Mirage, Classic, Force Five, Bradley, Anderson, Southern Spirit and other such canoes that have been inspected, approved and meet all specifications by AOCRA (Australian Outrigger Canoe Racing Association) may be raced in any event at the 2008 Powerade Hamilton Island Cup.

AOCRA Canoe Specifications
All canoe accessories, including seats, ama, iakos and rigging shall be standardised. Paddlers must sit on seats and paddles shall have only one blade, and this may be made from any material. All canoes must carry two (2) bailers, a spare paddle, and extra fresh water.
Canoe inspections will be carried out prior to racing, as well as random inspections over the weekend. Canoes must comply and meet AOCRA specifications. Canoes must not be altered in any way after inspection and registration. The canoes of the first three placegetters in any final/event may be weighed and inspected directly after the completion of their event. Any canoe not meeting the above specifications will be disqualified from that event and will not receive any medals, trophies or prize money, nor be permitted to compete in another event on Hamilton Island.



OC1 Canoe & Equipment Specifications
All OC1 canoes must be approved and meet the specifications of the Australian Outrigging Canoe Racing Association (AOCRA).  For more information on AOCRA's specifications please visit www.aocra.com.au.

Weight divisions
There will be no weight restrictions for craft in any OC1/OC2 events. Only age divisions will apply. All OC1/OC2 canoes must be registered, approved and meet the specifications of AOCRA. The hull, ama and iakos may be made from any material. Canoes may be fitted with a rudder and rudder controls. Quick release leg leashes must be fitted and worn in all events other than sprint events. All exposed nuts, bolts, etc to be covered in such a manner as to prevent the likelihood of injury. Any exposed rudder cables/assembly to be covered. Positive floatation will be deemed to be inserted. All international competitors paddling canoes that are not registered or licenced by AOCRA must sign an indemnity form supplied by AOCRA prior to racing.

Starts
Competitors must be present at the starting line by the time shown on the programme, or as otherwise indicated by the Race Announcer. Starting signals shall be given regardless of absentees. Some events may be run ahead of schedule and these will be announced over the public address system on Catseye Beach. The position at the start should be such that the bow of each competing canoe is lined up behind the starting line between the start buoys and in a stationary position.
NO ROLLING STARTS.
Once the Race Announcer makes the announcement that the race is in the hands of the Starter, late comers will not be permitted to compete.

Starting Procedure

D.8.5.   Start Procedure:

 a)       The start procedure will be:-

 1) Raise of Yellow Flag – will indicate 2 minutes to race start, and that canoes must approach the start line.

 2) Simultaneous Drop of Yellow Flag & Raise of Red Flag - will indicate that canoes must be on the start line ready to start the event

 3) Simultaneous Drop of Red Flag & Raise of Green Flag – will signal the start of the event.

 4) Raise of Black Flag – will indicate that during the start procedure, a canoe is over the start line.  A verbal warning may be given to the offending canoe.

 

b)      Depending on conditions and at the discretion of the Race Director, the time intervals between the flag sequence may be altered.

 

c)       The Race Committee may formulate a detailed starting procedure for each regatta, with prior approval from AOCRA or the zone.

 

d)      The start line is an imaginary line drawn between the 2 extreme lanes or turning buoys in sprint events and between 2 fixed or anchored markers for all other events.

 

e)       Competitors must be present at the starting line at the time shown on the program, or as otherwise directed by the Race Director

 

f)        Starting signals will be given regardless of absentees, overturned canoes or broken paddles.

 

g)      All competitors are under the control of the Starter - 2 minutes prior to the posted event start time. 

 

h)      If a canoe overturns 2 minutes prior to the start of an event (under the Yellow Flag), the team or competitor will be eliminated from the event if the competitor or team does not resume their position in the canoe within 3 minutes without any outside help.

 

i)        The position of the canoe at the start of an event will be such that the bow of each competing canoe is lined up on, but not crossing, the start line.

 

j)        A team or competitor will be disqualified if:

1)       the bow of the canoe is over the start line; and

2)       the team or competitor is not attempting to back-paddle behind the start line

 

            It is the responsibility every team or competitor to conform to this rule.

 

k)       It is not mandatory that the Starter raise a black flag, or give a verbal warning to the team or competitor for a disqualification to be upheld.

 l)        A team or canoe may be disqualified if it is moving or traveling in a forward motion immediately prior to the Green Flag being raised.


Finish Line
The finish line is crossed when the bow of the canoe with the competitor(s) in it passes between the designated finish buoys/markers.



Interruptions & Recalls
The Race Committee may authorise the interruption of a race which has a fair start if an unforeseen problem occurs. A red flag and a sound signal will be used to halt the race. If the race is declared null and void, no change in the line-up of the team is allowed for the new start.

Disqualification
Any individual or team who attempts to win an event by any means other than those which are honest or who does not respect the race rules or who by his or her conduct clearly shows his lack of respect for said rules shall be disqualified. All disqualifications pronounced by the Race Committee are final.

Safety Officials
If at any stage of any event a Safety Official requests that a canoe return to shore it must comply with this request immediately. Failure to do so will result in a) the disqualification of the crew from any further events held during the remainder of the regatta, and b) the Safety Official may take such action as he/she deems necessary for the safety of the crew. NB failure to comply with the above may invalidate your insurance cover.

Race Director
The Race Director is appointed to coordinate all Race Officials. He/she may rule on minor problems arising while the competition is underway which have not been covered in the present Race Rules, or he/she may refer such matters to the Race Committee for a decision. He/She shall supervise the races and shall ensure that rules concerning the equipment are observed for all competitors taking part in the event. For any matters in dispute, the Race Director will make a final and absolute determination.


Protests & Race Rulings
All protests must be presented in writing to the Race Committee via the Official Tent no later than fifteen (15) minutes after completion of the race with a protest fee of $50.00. If the protest is upheld the lodgement fee will be refunded in full.  If the protest fee is dismissed, the lodgement fee will be forfeited to HIOCC.


OC1 & OC6 Sprint Instructions Lane Assignment

All Heats:
For all heats the lanes shall be assigned by ballot. A list will be on display at the Race Centre and Official Tent. Any changes to lane assignments will be displayed on the Regatta Notice Board adjacent to the Official Tent on Catseye Beach, and will be advised by the Race Announcer.

All Finals:
Finals lane assignments will be determined by ranking the times of the eight (8) qualifiers:
The fastest time will be assigned Lane 4;
the second fastest time Lane 5;
the third fastest Lane 3;
the fourth fastest Lane 6;
the fifth fastest Lane 2;
the sixth fastest Lane 7;
the seventh fastest Lane 1; and
the eighth fastest Lane 8.
Qualifying to Finals
Sprint Divisions with Two (2), Three (3), Four (4), Five (5), Six (6) or Seven (7) Heats:
The fastest eight (8) times of all heats in each division will progress to the Final.
Sprint Divisions with One (1) Heat:
This will be run as a Final and the first across the line will be deemed the winner.

Sprint Course Start/Finish Lines & Dimensions
OC1 & OC6 250m, 500m & 1000mSprint Events:
All OC6sprints will be conducted on a 250m course.  The start/finish line for all heats and finals shall be at the Bougainvillea Marquee end of Catseye Beach and will incorporate turns at 250 metres.  All OC1 sprints will be conducted on a 250m course without a turn.

Course Lengths
The following distances are to be paddled in all heats and finals:
OC1/OC2 CANOES 250m-- 1 x 250m

OC6CANOES 500m -- 2 x 250m
OC6 CANOES 1000m -- 4 x 250m

Lanes & Course Markers
Lanes shall be numbered so that Lane 1 is always closest to the beach. A canoe shall be disqualified if it causes interference while outside its lane. The lanes are marked by clearly visible small round white buoys. Wherever turns are required cylinder-shaped buoys with flags will be located in the centre of the lanes and shall be numbered accordingly. Canoes must start and finish in their drawn lanes



Turns
Turns are to be made counter clockwise, with ama nearest the flagged turning buoy. Canoes may touch the turning buoy, may even knock it over, but it must not be ran over whereby it passes between the ama and the canoe. Turning without the entire canoe and ama rounding the turning buoy will be a disqualification. Turning outside the area of your lane will also be a disqualification if you impede another canoe. The first canoe that successfully completes the course will be deemed the winner of that heat or final. Those not successfully completing the course will be disqualified.

Escort Boats - Race Briefing
All canoe escort boat drivers and coaches/team captains must attend the Race Briefing outside the Marina Tavern in the Marina Village at 7.30am Sunday 22 June 2008. Failure to attend this Race Briefing will result in the team that is escorted by this escort vessel being disqualified. All escort drivers are to sign a register to state which team they are escorting and that they attended the briefing.
Paddlers Note: Escort Boat Drivers have absolute discretion as to where they will manoeuvre their vessels when making changeovers.
At the commencement of the Powerade Hamilton Island Cup Marathon only three (3) official boats and two (2) media boats are to proceed south with the outrigger canoes. All other escort boats and spectator craft must stay to the west of Plum Pudding Island and proceed to the western side of Dent Island via the northern end of Dent Island. All escort and spectator craft are requested to remain due north of the Dent Island Lighthouse. Only boats making women changeovers may proceed further south than the designated “men” changeover area.


Escort Boats - Regulations & Safety
Race Officials have the power to act and disqualify any crew whose actions, be it in their canoe or escort craft, do not regard the safety of their own crew members or other competing crews, or whose escort craft does not meet the following criteria. Escort craft must not reverse up to paddlers in the water.

Escort Craft Criteria
The following criteria are in compliance with Queensland Transport and must be followed. Vessels will be randomly inspected on Sunday morning and those not meeting the criteria will be forced to resign as escort craft.
• Tin dinghies are not suitable escort craft.
• Vessels must be seaworthy and have a minimum carrying capacity of 5 people. Your maximum capacity sticker must be affixed prior to the event.
• Vessels must be fully fuelled and mechanically sound.
• Must be equipped with all safety gear, including personal floatation devices for all passengers, first aid kit, bailing equipment, flares, mirror, VHF radio, boarding ladder, spare fresh water and oars.
• Vessels must be registered with Queensland Transport and have their registration stickers, numbers and capacity stickers correctly displayed.
• All escort vessels and operators of such vessels to comply with Transport Operations Marine Safety Act and subordinate Regulations.
• International Regulations for the Prevention of Collision at Sea 1972 with respect to these vessels shall apply.
• All operators must be aware of all Official Race Rules, as prescribed in the Official Program of Events.
• Escort boat drivers must attend the race briefing at 7.30am on Sunday morning 22 June 2008 outside the Marina Tavern..
Please Note: Your escort boat driver has final say over the commandeering of his/her vessel. They have the right to instruct team captains where they will and will not conduct water changeovers.
Escort vessels MAY NOT use megaphones or loud hailers for any purpose whatsoever, except in the case of an emergency.




Escort Boat Interference - All events

If any escort boat causes interference to any other canoe in any way whatsoever the team they are escorting may be disqualified. The escort boat of the interfered team may radio their disapproval to the Race Officials who will then issue one warning. If this escort boat continues to carry on with unsportsmanlike behaviour, the interfered team/ escort boat may then radio their disapproval again to Race Officials who will then take appropriate action.

Team Numbers
Open Men, Master Men and Senior Master Men teams will be made up of no more than nine (9) paddlers. No other replacements will be allowed during the course of the race.
Open Women and Master Women teams will be made up of no more than ten (10) paddlers. No other replacements will be allowed during the course of the race.
Open Mixed teams will be made up of no more than ten (10) paddlers with a maximum of five (5) males. Teams must have three (3) female paddlers in the racing canoe at all times. No other replacements will be allowed during the course of the race.

Changeovers- Women and Mixed Crews
Changeovers are not allowed until the canoe has passed the lighthouse on the western side of Dent Island.

Changeovers- Men Crews

Changeovers are not allowed until the canoe has passed the Official Buoy which will be located 1.5km further north of the Dent Island Lighthouse.

Changeovers should be made with full consideration given to all safety aspects of the changeover.
For Safety Reasons: Paddlers must wear brightly coloured caps at all times when in the water, before and after changeovers are made.

Sale of Wares

The sale of merchandise and canoe equipment, including OC1 and OC6 canoes, paddles, surf skis, T-shirts, magazines, etc. on Hamilton Island is strictly forbidden, without the written permission from Hamilton Island Resort or the Event Administrator. Only those companies that have made prior arrangements with the Event Administrator may display and trade their goods on Hamilton Island.
